Government Schemes for Small Businesses in India - 2026 Roundup
Every scheme worth knowing: Udyam protections, Mudra loans, CGTMSE guarantees, TReDS invoice discounting, PM SVANidhi, and zero-MDR UPI merchant incentives.
Between Udyam registration, credit guarantees, subsidised loans, and payment-protection law, the Indian government has quietly assembled one of the world’s more comprehensive support stacks for small businesses. The problem is awareness: most merchants know two or three schemes by name and none in detail.
This roundup covers the schemes that matter for day-to-day business money — what each gives you, who qualifies, and where to apply. Bookmark it; we update figures as budgets change.
1. Udyam Registration — the key that unlocks everything else
Free, ten-minute, Aadhaar-based registration on udyamregistration.gov.in that classifies your enterprise as Micro/Small/Medium. It is the prerequisite for nearly every scheme below, and by itself grants statutory payment protection: buyers delaying beyond 45 days owe registered suppliers interest at three times the RBI bank rate (currently 19.5% p.a.) enforceable through MSE Facilitation Councils.
Full walkthrough in our Udyam registration guide. If you register for nothing else this year, register for this.
2. PM MUDRA (PMMY) — loans without collateral for tiny businesses
Mudra is not a bank; it is a refinance umbrella that lets any bank or NBFC give working-capital and equipment loans to non-farm micro enterprises:
| Category | Loan size | Typical use |
|---|---|---|
| Shishu | up to ₹50,000 | street vendors, home businesses starting out |
| Kishore | ₹50,001–₹5 lakh | established shops expanding stock |
| Tarun / Tarun Plus | ₹5–20 lakh | growing enterprises with repayment track record |
No collateral is required within guarantee cover; interest rates vary by lender. Applications go through any bank’s MUDRA window or the Jan Samarth portal. Pair approval with our EMI calculator before signing sanction letters — knowing the exact monthly outflow prevents over-borrowing.
3. CGTMSE — collateral-free credit guarantee
The Credit Guarantee Fund Trust for Micro and Small Enterprises guarantees bank loans up to ₹5 crore for eligible MSEs, so lenders can lend without land papers or personal property as security. Guarantee fees have been waived periodically for micro loans up to specified limits.
Practical impact: a registered MSME with clean banking history can often get term loans or working capital purely on cash-flow strength. Combine with Mudra for smaller tickets, or approach CGTMSE-covered lending directly for larger needs.
4. TReDS — get paid early on big buyers’ invoices
Trade Receivables Discounting System (platforms: RXIL, Invoicemart, M1xchange) lets MSME suppliers auction accepted invoices from corporates, government buyers, or PSU customers; financiers buy the invoice at a small discount and pay you within days. The corporate pays the financier at original due date.
If your biggest customer is a large company paying in 90 days, TReDS converts that wait into near-instant liquidity at discount rates typically far cheaper than overdrafts. Our TReDS guide explains eligibility and the flow step-by-step.
5. PM SVANidhi — collateral-free working capital for street vendors
Designed for street vendors, hawkers, and cart operators: an initial ₹10,000 loan, escalating to ₹20,000 and then ₹50,000 on timely repayment — with interest subsidy on digital transactions and no collateral. Digital-payment behaviour is rewarded inside the scheme, which is why printing a free UPI QR standee is both good commerce and good scheme citizenship.
6. Payment protection under MSMED Act — the enforcement muscle
Registration plus invoicing discipline activates Section 16 rights: compound interest on delayed payments from any buyer, adjudicated cheaply by MSE Facilitation Councils via the SAMADHAAN portal. Compute exposure per bill with the MSMED interest calculator and keep dated reminders as evidence using our reminder templates.
7. UPI merchant incentives — zero MDR, plus reimbursements
Standard bank-to-bank UPI person-to-merchant payments carry zero MDR. Separately, the government has periodically reimbursed banks for handling low-value UPI transactions (₹2,000 and below) so that acquiring costs never trickle down to small merchants. RuPay credit card on UPI transactions above ₹2,000 may carry interchange fees per NPCI circulars. Net effect: accepting UPI remains genuinely free for kirana-level commerce in the vast majority of cases — print the standee, keep 100% of every bank-funded sale.
How to actually use this list
Schemes compound when sequenced:
- Register on Udyam (prerequisite for most of the rest),
- Invoice digitally with proper numbering — scheme portals and councils want documentary trails (invoice generator),
- Claim late-payment interest when buyers slip,
- Discount receivables via TReDS instead of starving cash flow,
- Borrow against guarantee cover, not family silver, when expansion demands it.
Frequently asked questions
Are these schemes only for manufacturers?
No. Service providers — consultants, clinics, tutors, salons — qualify across most schemes based on turnover/investment definitions.
Do I need a CA to apply?
Udyam, SVANidhi, and Mudra applications are designed for self-service. A CA adds value mainly for CGTMSE-heavy borrowing or subsidy filings with state-specific conditions.
Where do I verify scheme details officially?
mudra.org.in, cgtmse.in, udyamregistration.gov.in, msme.gov.in, and pmvanidhi portal — always cross-check figures there before acting, since budget provisions change annually.
