P2PM Small Merchant: Who Stays Free on UPI MDR
Banks tag small QR shops as P2PM. GSTIN is not required. Three months over ₹1 lakh moves you to 0.4% MDR. How to check PhonePe, GPay, and your bank before 15 Oct 2026.

From 15 October 2026 a 0.4% merchant discount rate applies to some person-to-merchant UPI payments above ₹2,000. Headlines made it sound like every kirana scan would be taxed. The carve-out that actually matters for street vendors and neighbourhood shops is P2PM: Person-to-Person-Merchant, the small-QR classification used by acquiring banks.

What P2PM means
P2PM is a merchant-account class, not a ticket size. The Finance Ministry’s FAQ, as reported after 15 September 2026, keeps small vendors who receive up to ₹1 lakh a month through UPI QR into their bank account at zero MDR, including on bills above ₹2,000.
That is different from:

A ₹3,000 scan on a P2PM VPA should still be ₹0. The same ₹3,000 on a regular P2M VPA is ₹12. The bill amount does not decide the class. The bank’s tag does.
GST registration is not required to qualify. Eligibility is monthly UPI collections and how the acquiring bank or payment service provider classified the account.
The three-month graduation
Volume is watched. Coverage of the NPCI FAQ said merchants whose inward UPI credits exceed ₹1 lakh a month for three consecutive months are moved from P2PM into chargeable P2M.
Practical reading:
- One fat month does not by itself end the exemption.
- Three months in a row above ₹1 lakh typically does.
- Crossing the line is a classification change, not a second PIN for the customer. You will see it in settlement, not in the UPI chat.
If you are at ₹80,000–₹1,20,000 most months, start a simple running total now. The MDR calculator estimates the fee if you are already P2M. It cannot tag your VPA.
How to check (this site cannot do it for you)
Ask the party that issued the merchant QR or credits the account.
- PhonePe Business / Google Pay for Business / bank merchant app. Open the merchant or QR profile. Look for small merchant, P2PM, QR-into-account, or a similar class. Menu labels move; do not treat a screenshot from this page as the current button name.
- Acquiring bank or in-app chat. Ask, in writing: “Is this VPA classified as P2PM / small merchant under the 15 October 2026 UPI MDR FAQ, and what monthly inward UPI figure do you use?”
- Last three months of UPI credits. If every month is under ₹1 lakh you are in the volume band. You still need the bank tag.
- Settlement from 15 October. If a ₹3,000 bank-UPI sale deducts about ₹12, you are not in the zero-MDR net. If it credits in full, you likely are — until a later month graduates you.
You do not need to reprint the standee. Existing QR codes and soundboxes keep working. MDR is a settlement rule.
Rural and semi-urban QR collections were also reported as staying outside MDR. Treat that as a location carve-out to confirm with the acquiring bank.
What to do this week
- If you are clearly under ₹1 lakh/month on QR, ask the bank or app to confirm the P2PM tag and keep a copy of the reply.
- If you sit near ₹1 lakh, do not assume you are exempt. Tick the small-merchant box on the calculator only when the bank said so.
- If you are a salon, clinic, tuition centre, or freelancer with fat invoices, assume P2M 0.4% unless you have a written P2PM confirmation. Price it into your margin. Do not add a UPI surcharge on the customer’s bill.
- GST-registered? Ask your CA how ITC on MDR invoices will work. The fee shows up in merchant settlement, not as a second charge to the payer.

Frequently asked questions
Q1. I collected ₹3,000 on a kirana QR. Do I pay 0.4%?
Not if the VPA is tagged P2PM and your monthly UPI QR is within the ₹1 lakh band. If you are a regular P2M merchant, that ticket is ₹12. Ask the bank; do not guess from the bill size.
Q2. Do I need GSTIN to stay MDR-free as a small merchant?
No. Reporting of the FAQ is explicit: GST registration is not the test. Monthly collections and account classification are.
Q3. Will PhonePe or GPay tell me on the scan screen?
Unlikely. MDR is settled by the acquiring bank or PSP. Watch the merchant settlement report or passbook from 15 October, not the customer’s success tick.
Q4. Can I stay P2PM by splitting QR across two UPI IDs?
Do not plan on that. Banks watch inward UPI on the merchant. Splitting VPAs to dodge a threshold is the sort of thing an acquiring review will notice. If you have grown past ₹1 lakh/month, model 0.4% and keep UPI — it is still cheaper than a gateway.
